China Unicom Increases AI Computing Investment by 28% in 2025

China Unicom is increasing its capital expenditure on computing power by 28% in 2025 as artificial intelligence (AI) adoption surges across the country.

The state-owned telecommunications company reported a 17% decline in overall capital expenditures in 2024, but spending on computing power, including data centres, rose by 19%. The company has also allocated a special budget for key AI infrastructure projects.
China Unicom’s total capital expenditure budget for 2025 is set at 55 billion yuan (USD 7.6 billion). Chairman Chen Zhongyue said the company must embrace AI to transition from a telecoms network operator to a technology services provider.
The company has established large-scale intelligent computing centres in Shanghai, Hong Kong, Inner Mongolia, and Ningxia. It has also built over 300 computing resource pools for AI training and inference.
China’s AI infrastructure investments are growing rapidly, with private enterprises and local governments increasing their spending. Alibaba Group Holding has earmarked at least USD 52 billion for AI and cloud computing infrastructure over the next three years.
China’s total AI spending could rival or surpass the Stargate Project, a joint venture between OpenAI and SoftBank, which has pledged USD 500 billion over four years.
Despite US export restrictions limiting access to advanced Nvidia chips, China is expanding its data centre network to meet the rising demand for AI applications.
China Unicom’s cloud revenue grew by 17.1% in 2024, driven by strong growth in its intelligent computing sector. The company’s newly signed contracts exceeded 26 billion yuan last year.
